As a born and raised Hawaii resident I hope your comment about was intended to be ironic. Ready the official State (and Maui county) websites about what to do when you hear a siren. It isn’t “run mauka a tsunami is coming”, rather it is seek additional information through official channels. It is an EMERGENCY warning system for all types of hazards, including ma made ones like a missile attack (I know how Cold War-like). That is the truth. This guy is rationalizing away his decision to not use every tool to warn available.
Incidentally, unless a rare, major local earthquake, tsunami warnings in Hawaii offer a minimum of 4 1/2 hours of time before it hits. Siren = Danger, seek information
